Petition to Congress: Create the American System Corps — A Public Works and Service Program

America needs to get back to work — rebuilding our nation and restoring hope.

We, the undersigned, call on Congress to create a new American System Corps — a modern public works and service program on the scale of Franklin Roosevelt’s New Deal programs that will employ tens of millions of Americans. Upon completion of their term of service, participants will receive benefits comparable to returning World War II veterans - college education and help buying a first home.

A National Mission for Renewal

This new American System Corps will employ millions of Americans, with a special focus on young people who want to build a better future for themselves and their country. Like the New Deal programs of the 1930s, participants will take part in nation-building work that strengthens our communities and our people.

Their service will include:

• Building and repairing roads, bridges, water systems, and public housing.

• Cleaning up our cities — removing graffiti, clearing trash, planting trees, and restoring parks and playgrounds.

• Assisting in programs that rehabilitate addicts, the mentally ill, and the homeless, helping bring dignity and recovery to those in need.

A Two- to Four-Year Commitment — A Lifetime of Opportunity

Each participant will serve between two and four years. Upon completion, they will receive benefits similar to those given to World War II veterans (the "GI Bill")

• college education or vocational training, and

• help buying their first home.

The original GI Bill returned seven dollars to the economy for every dollar invested. This new American System Corps will do the same — or better.

Rebuilding America from the Ground Up

Working in tandem with a $5 Trillion National Infrastructure Bank, this program will create tens of millions of new jobs in construction, abundant energy, manufacturing, and community service. Together, these initiatives will revitalize our economy, rebuild our cities, and restore pride and purpose to the American people.

It’s time for Congress to act with vision and courage — to lift our country out of stagnation and despair, and set it once again on the path of progress.

We call on Congress to pass legislation creating an American System Corps and the $5 Trillion National Infrastructure Bank — bold programs that will pay for themselves many times over by unleashing the productive potential of the American people.
